Altera has an Early Access Program for existing customers/partners to their OpenCL SDK. Another route is contacting Bittware.
There is not much information on the exact hardware and software. It could exist of:
- Altera Stratix V PCIe Board
- An OpenCL compiler
The compiler does not generate VHDL or alike, but a FPGA-layout. So no VHDL-knowledge is needed, only OpenCL. Know FPGA dev-boards are quite pricey generally.
